Description of the action and objectives

Green Deal action

The project Better City for Children (BBB), a joint effort of the Department of Welfare and the Department of Education & Youth, is under development in all parts of the city, including the implementation of Child Welfare Act. The main objective of the Act is to ensure that children and parents in need have access to appropriate, integrated services without obstacles.

Status report on July 1, 2025

Status report as of year-end 2024: All centers and child protection services in Reykjavík have begun implementing workflows according to the implementation plan. Solution teams are now in place at all primary schools and preschools, and we are implementing the electronic system Búi, which manages cases for children receiving support. Child Prosperity Day was held at Harpa in Feb. 2024 for administrators of school and recreational activities, centers and child protection services. Child Prosperity Week will be organized in Feb. 2025, where school administrators and recreational activity directors will present BBB workflows and prosperity concepts to their staff and parents using prepared slide decks about child prosperity in Reykjavík and prosperity videos from the Children and Family Office. Open virtual meetings for staff and parents about child prosperity will take place, along with workshops for counselors at centers on forming support teams and support plans at levels 2 and 3. Interviews with parents of children whose cases involve integration services will also be featured during Child Prosperity Week.

Status report as of end of June 2025: This initiative was part of the broader measures in the Education Policy from 2022-2024. New initiatives will launch in July 2025 based on the new action plan of the Education Policy 2025-2027; accordingly, this item will be removed from the Green Deal. Oversight of the implementation of child prosperity laws and BBB will remain with the BBB ownership group, directors of the Department of Education & Youth and Welfare Department, who will present an annual report to the School & Recreation Council and Welfare Council. New specific initiatives based on the Education Policy action plan 2025-2027 will be added to the Green Deal.

  January 2024 The Better City for Children project implementation is fully underway. Solution teams have been established in all primary schools and many preschools. Prosperity contacts are now in all preschools and primary schools. Many staff participated in creating new procedures to enhance services for children and families, completing the first version in fall. Work on measuring the implementation of these services continued.
  July 2023

The Better City for Children (BBB) project implementation is fully underway. Work on establishing solution teams and prosperity contact people at all schools is ongoing. Workshops using a social innovation methodology were held in spring 2023 to create a shared understanding of BBB, the Child Prosperity Act, and the Education Policy. We held a total of 12 workshops consisting of three sessions each for a total of 36 sessions. They were attended by around 500 managers and staff from preschools, primary schools, recreational activities, centers, and centralized services of the Department of Education & Youth (SFS). One workshop with three sessions was held with staff from central departments of SFS and the Department of Welfare in May.

  January 2023 Meetings have been held with project managers at each center. Scheduled meetings with key managers of the 1st and 2nd service tiers are planned where the first draft of procedures for both service tiers and overall cooperation is expected to be presented. Workshops are being prepared with all managers and staff in preschools, primary schools, and recreation centers together with city centers in February and March.
  July 2022 New implementation plan developed, approved, and launched. This is an ongoing project that will be in progress from 2022 to 2024. To monitor progress, a status assessment is made twice a year, at the end of the year and at the end of June.
