Office of the Mayor & Chief Executive Officer

The Office of the Mayor's responsibilities include, serving the Mayor, preparing Reykjavík City's coordinated policy-making, and implementing the Green Deal. The Office is responsible for ensuring consistent and reliable information about Reykjavík City and its operations, branding, and managing major events. It works on developing Reykjavík City's business and urban development, focusing on efficient use of city land and implementing Reykjavík City's Public Health Policy.

Purpose

The Office of the Mayor and Chief Executive Officer has four teams:

Mayor

The Mayor of Reykjavík is the head of the City's nearly 8,000 employees. The Mayor has three main roles. He is the managing director of the City of Reykjavík, the City’s representative in the public sphere, and the political leader of the majority.

Chief Executive Officer

The Chief Executive Officer is the highest ranked official in Reykjavik, except for the Mayor, and is one of the Mayor’s substitutes. The CEO oversees Reykjavík’s central administration and support services and is the City’s liaison with regional partnership companies and B operation companies.

Staff

Þorsteinn Gunnarsson – Chief Executive Officer
The Chief Executive Officer is the highest ranked official in Reykjavik, except for the Mayor, and is one of the Mayor’s substitutes. The CEO oversees Reykjavík’s central administration and support services and is the City’s liaison with regional partnership companies and B operation companies

Björg Magnúsdóttir – Political Advisor to the Mayor
The Mayor’s assistant serves as his political advisor. The Advisor deals with various matters under the authority of the Mayor and gives advice to the Mayor and the Mayor’s closest officials. The Advisor manages the Mayor's agenda in consultation with the Mayor's Scheduling Coordinator.

 

Service & Administration Team

Dagný Ingadóttir – Service & Administration Team Leader
Controls the day-to-day management of the Service & Administration Team. Responsible for handling administrative matters sent to the Mayor and the Office, and handling matters for City Council and other Reykjavik City councils. Responsible for coordinating and overseeing projects related to the Mayor’s agenda, as well as the Mayor’s participation in domestic and foreign events, receptions, and various activities on behalf of the Office. Is a member of Reykjavík City Emergency Management and directs the operational affairs of the Office.

Aldrianne Karen Roman – Office & Service Representative
Provides general services to the Mayor and other Office staff as well as answering the phone. Services meetings held at the Mayor and Chief Executive Officer and manages coffee areas. Also carries out a number of other tasks in the Office.

Anna Karen Kristinsdóttir – Receptionist
Handles preparation, execution, and advice on receptions, conferences, meetings, and visits. Manages tours in Reykjavík City Hall and Hofdi. Conducts billing, prepares data, and more.

Harpa Þorsteinsdóttir Public Health Project Manager
The Public Health Project Manager is responsible for the Reykjavík City Public Health Policy, and monitoring its implementation, as well as oversight and management of health promotion activities in Reykjavík.

Rebekah Victory – Scheduling Coordinator
Provides general services and support to the Mayor and manages the Mayor’s daily agenda. Organizes and supervises the various events and projects in which the Mayor participates domstically and abroad. Also, works on writing various content and more.

Sandra Dröfn Gylfadóttir – Lawyer (on maternity leave)
Legal advice in the Office of the Mayor and Chief Executive Officer as well as on behalf of the Office. Responsible for the Office’s contracting and overseeing contract negotiations. Follows up and processes assignments and suggestions from internal and external auditors. Conducts case processing for the City Council along with administrative delegation.

Tinna Garðarsdóttir – Administrative Affairs Project Manager
Responsible for the handling of administrative tasks and their follow-up. Oversees the preparation and processing of cases for the City Council. Also conducts data collection and writes comments and proposals for City Council and other Reykjavik City councils.

Unnur Helgadóttir - Lawyer

Legal advice in the Office of the Mayor and Chief Executive Officer as well as on behalf of the Office. Responsible for the Office’s contracting and overseeing contract negotiations. Follows up and processes assignments and suggestions from internal and external auditors. Conducts case processing for the City Council along with administrative delegation.

Þórir Kjartansson - Mayor's driver
Responsible for the operation and maintenance of the Mayor’s vehicle and driving the Mayor as needed. Also drives out personal deliveries and other messages inside and outside the City administration.

Land Allocation & Contracting - Legal Team

Ívar Örn Ívarsson – Team Leader of the Legal Department
Responsible for contracting, development contracts, drafting proposals for City Council for the allocation of land and the sale of building rights.

Oddrún Helga Oddsdóttir – Lawyer
Responsible for contracting, development contracts, drafting proposals for City Council for the allocation of land and the sale of building rights.

Auður Inga Ingvarsdóttir – Lawyer
Responsible for contracting, development contracts, drafting proposals for City Council for the allocation of land and the sale of building rights.

Sonja Wiium – Lawyer
Responsible for contracting, development contracts, drafting proposals for City Council for the allocation of land and the sale of building rights.

Jóhanna Kristrún Birgisdóttir – Lawyer
Responsible for contracting, development contracts, drafting proposals for City Council for the allocation of land and the sale of building rights.

Employment & City Development Team

The Economic and Urban Development Team of Reykjavík manages various development and improvement projects in the city. The team oversees implementation of Reykjavík 2030 - Green Deal, Economic & Innovation Policy, International Policy and Housing Plan. It works on broad urban development, focusing on City-owned lots. The team markets opportunities in Reykjavík domestically and internationally. It participates in global research and innovation projects.

Óli Örn Eiríksson – Employment & City Development Team Manager
It is responsible for the Economic & Urban Development Team, supports its staff and is involved in numerous economic and urban development projects within the city and with key stakeholders. Expertise in economic development, housing, public policy and competitiveness.

Hannah Rós Sigurðardóttir Tobin - AMIGOS Project Manager
Manages the Icelandic part of the international AMIGOS project (AMIGOS | Reykjavik), addressing changes at Hlemmur to improve traffic safety, promote green and active transportation, and make the area accessible to all groups.

Hulda Hallgrímsdóttir - Economic and Urban Development Project Manager
Manages economic and urban development projects. Oversees Green Deal and Economic & Innovation Policy. Coordinates various innovation projects. Project manager for green housing of the future. Manages consultation forum for Gufunes development, circular economy park in Álfsnesi and other development projects.

Hilmar Hildarson Magnúsarson - International and Housing Affairs Project Manager
Hilmar handles urban development projects, including the Housing Plan and related tasks such as follow-ups, communication, official statements and inquiries, and innovation like the housing development map viewer. He oversees Reykjavík City's international policy and works on overview, coordination and communication of international affairs content. Leads cross-departmental working group on international affairs. Works on various urban development projects, such as sustainable housing and utilization of marine and coastal areas.

Jón Halldór Jónasson - City Center Affairs and Communication Projects Manager
Manages urban and economic development projects, including city center affairs working group. Handles diverse communication related to economic and urban development and marketing plan for Economic and Urban Development. Develops websites related to economic and urban development. Prepares regular mayoral meetings on business and housing issues. Photo archive communications. Advertising and communication for building rights sales, property sales/leases, and urban development projects. Participation in project management and oversight development.

Kristinn Bjarnason – Creative Project Manager
Follow up on the development of residential and commercial property development map viewers. Project manager for meetings about development in Reykjavík. Preparations and follow up on the Mayor's presentations in economic and urban development. Design of various promotional materials and presentations, along with diverse development and communication projects. Advertising and communication for building rights sales, property sales/leases, and urban development projects. Development of project management and oversight. Support for other team projects.

Kamma Thordarson - Economic and Urban Development Project Manager
Economic development projects. Assists companies looking for commercial lots in Reykjavík and follows up on interest in industrial areas in Hólmsheiði and Esjumelar. Liaison with tourism industry and Capital Area Marketing Office. Collaborates with Business Iceland on international marketing of Vatnsmýri under Reykjavik Science City brand. Supports city innovation with Iceland Renewable Energy Cluster, Tourism Cluster and Fintech Cluster. Part of NetZeroCities team - carbon-neutral cities by 2030. Manages working groups on rapid energy transition in Reykjavík and circular economy in the capital area.

Sylva Lam, BREEAM AP - International Climate Projects Manager
Climate change projects supporting the implementation of the Green Plan and the United Nations’ Sustainable Development Goals (SDGs). Project management of the Sustainable energy Positive & zero cARbon CommunitieS (SPARCS-Horizon 2020 Framework) EU research and innovation project in which cities in Europe work together to develop new ways of sustainability, carbon neutrality, and improving the quality of life of their residents. Directs Reykjavík City's participation in NetZeroCities twin project, paired with Lahti, Finland, focusing on sustainable transportation.
