Green Deal action
The goal is for all applications and case processing to be digital and for the office to become completely paperless. A new operational and document management system for Reykjavík City has been implemented, a legally required connection established with the building registry, and enhanced digital processing introduced. The office's working methods have undergone significant changes, and the setup of the new system has been in continuous development to ensure optimal reception, processing and preservation of documents and information. During 2024-2025, work will continue on implementing new processes that support the digitalization of Building Commissioner services.

All services and applications handled by the Building Commissioner are now electronic, and the only documents still received on paper at the Building Commissioner's office are those that need to be registered with the district commissioner, since the district commissioner does not yet have an electronic registration system.
These are all Building Commissioner services that can be found on My Pages, and the Housing and Construction Authority (HMS) application portal is used to apply for building permits.
Over the past year, HMS has been developing a new building permit application portal that went live in November 2024, but only for Reykjanesbær. The City has been working closely with the Housing and Construction Authority team to prepare for integration with this new portal, which is expected soon.
We call this part of the application phase 1, and it serves as the interface for designers and applicants. The biggest change, besides the application's appearance, is that users must confirm their role in a project with electronic ID.
We have worked closely with the Housing and Construction Authority in an advisory capacity on the design and development of phase 2 of the new application portal, which is the Building Commissioner interface. When that part is implemented, the Building Commissioner will review applications within the Housing and Construction Authority portal, reviewing bodies will provide official statements through the portal, and all communication with designers will take place there. Six workshops and several interim meetings were held, leading to the development of the application portal. Main architectural drawings will be watermarked and sealed in sets. Additionally, a connection to island.is has been established.
