Assessment of early childhood education
The main principle of external evaluations in preschools is to serve as a guide with an emphasis on advancement- and reform, and that it should lead to better school and recreation activities.
The guiding principle of the assessment is that children and young people in the City feel comfortable, constantly progress, and receive upbringing and education for life and work.

Preschool quality criteria
The benchmarks and indicators in preschools are divided into five chapters:
- Administration
- Upbringing and educational work
- Human resources
- Preschool atmosphere
- Internal evaluation
The criteria are primarily based on laws and regulations governing early childhood education and the National Preschool Curriculum (2011), as well as the UN Convention on the Rights of the Child, the Child Protection Act, and Local Authorities Act.
The development of the criteria also took into account the Operational Plan of the Department of Education and Youth (SFS), the SFS special education policy, and the manuals and procedures published by SFS for the City's preschools.
