Höfðinn
A new district in the making.
Ártúnshöfði, Elliðaárvogur is Reykjavík's largest development area. The plan is for this new district to have up to 8,000 apartments housing up to 20,000 city residents.
Structure
The first development areas will include 3,500 apartments, two primary schools and one combined school mixed with thriving services and businesses at Krossmýrartorg square. The backbone of the development runs alongside the planned CityLine, which passes through the center of the planning area.

Green initiatives
The location is unique. Proximity to the shoreline and Elliðaárdalur outdoor recreation area gives the area a special character in the city. Elliðaárvogur is one of the mildest weather spots in Reykjavík, sheltered from northerly winds with Ártúnshöfði shielding it from southeasterly winds. Its central location in the capital area and proximity to main arteries provide conditions for a dense urban district supporting changed priorities in transportation with CityLine.
The guiding principle of all planning work is to support the City's climate change goals that promote sustainable development of the urban environment.
Presentation of planning proposals
A good urban environment considers the daily activities and needs of city residents. It is therefore important to hear the voices of potential residents and other city dwellers before finalizing the development plans.
Green and beautiful environment
The district is being developed in line with the main priorities of the Green Deal, which is a comprehensive plan for investment, construction and job creation in Reykjavík. Elliðaárvogur, Ártúnshöfði is an environmentally friendly development with good connections to high-quality public transport, emphasizing pedestrians, biking and electric scooters. Excellent services for district residents are a top priority.
The development aims to provide a diverse housing supply for all. There is a strong emphasis on a green and beautiful environment. The goal is for the district's neighborhoods to go through an environmental certification process and for the district to be the first to receive special Environmental Certification according to international standards.
With CityLine, Ártúnshöfði will be directly connected to downtown and link together the cultural and social life of the eastern and western parts of the city.

Changing times call for changing use
Ideas for developing Ártúnshöfði and Elliðaárvogur have long been on the agenda. In 2015, an idea competition was held for the area's development, followed by a master plan approved in early 2016. Since then, detailed planning has been done for individual parts of the area, e.g. plans for expanding Bryggjuhverfi to the west have already been approved.
In recent decades, space-intensive industrial activities have characterized much of the area. Heavy industry will move out of the area, but lighter industrial activities further south are expected to remain for now. The planned development will support existing activities in nearby areas. A strong urban core will be created at Elliðaárvogur Ártúnshöfði, strengthening all neighborhoods in the eastern part of the city.
Number of apartments and environmental certification
Areas 1 and 2 will include up to 3,500 apartments mixed with business activities and vibrant urban life. The proposals have been developed in accordance with the municipal plan's priorities and take into account modern urban development and planning emphases. Planning for these areas will be environmentally certified by experts.
