Consultation

A large part of the work on development plans in Reykjavík is consultation with the public and stakeholders.

Consultation involves making joint decisions and coordinating actions, presenting and providing education about development plans and planning. Part of this is seeking the views/attitudes of different stakeholders, listening and discussing, and taking into account exchanges of views in work to develop urban planning.

Residents' opinions

Consultation is defined as a work process where residents and future users, stakeholders and public commenting bodies are asked for their opinions. The data generated each time in consultation is used for further development and processing of development plans.

Focus groups

Age-diverse focus groups from Reykjavík and the capital area have been brought in to discuss the main planning ideas for the area and evaluate them based on their daily activities and needs.

Reykjavík City has previously used focus groups in consultation with good results when creating neighborhood plans for Reykjavík, and the focus group results will be used to develop the planning proposals for areas 1 and 2.

Online consultation

The Finnish consultation system Maptionnaire is now being used for the first time by Reykjavík City to seek responses from residents and stakeholders. The system is integrated with a map base and can create questionnaires about anything related to planning, such as transportation issues, layout of buildings and public spaces, retail and services. Many cities around the world use Maptionnaire in consultation with residents on planning issues and services provided by the cities.

The results are collected and used to make adjustments to planning proposals. It should be noted that this online consultation complies with data protection laws as no personally identifiable data is created.

Methods and timeline - phased

The first phase of consultation and presentation of plans for the development of Ártúnshöfði and Elliðaárvogur took place alongside the competition for the area's planning and continued during the development of the framework plan. At that stage, consultation was held with landowners, operators in the area and public entities.

With the pre-presentation of the current proposals for the area's planning, comments and suggestions are being sought from the public. Emphasis is placed on making it easy to submit comments and suggestions that will be used to improve the planning proposals before they enter the formal approval process.

The aim is for the formal approval process for the land-use plan proposals for areas 1 and 2 to begin when all suggestions and comments that may emerge in the pre-presentation of the project have been processed.

Second phase - Pre-presentation of "working proposals"

  • Opening of a website where the main emphases of the working proposals are presented
  • Diverse focus groups brought in to discuss the main emphases and implementations of the working proposals
  • Online consultation – residents given the opportunity to submit ideas for improvements and changes to the working proposals through the Maptionnaire online consultation system
  • Processing of consultation – summarized results used to improve the planning proposals

Third phase - Statutory presentation

  • Presentation of fully developed proposals - statutory presentation.
  • Presentation page updated with proposals.
  • Exhibition of proposals and presence in the area.
  • Events: Streaming meetings, walking tours, educational lectures, and more.
  • Comments used to adjust fully developed proposals.
