A competition was held for the framework plan of Elliðaárvogur and Ártúnshöfði in 2015 where the main task was to transform the area from an industrial district to mixed development.

Based on the winning proposal from the competition, a framework plan was developed for the area which was presented and approved by City councils in early 2016.

Following approval of the framework plan, a land-use plan was approved for the expansion of Bryggjuhverfi, but now planning work is underway for part of the area up on Ártúnshöfði and down by Elliðaárvogur.

Up to 8,000 apartments, that is about 20,000 residents, plus various services and business activities.

The fully built neighborhood is estimated to accommodate up to 8,000 apartments, or about 20,000 residents, plus various services and business activities. CityLine will run through the middle of the area, as one of the main objectives of the plan is to shorten distances within the city and support environmentally friendly development of Reykjavík.

The planning proposals provide for mixed development and diverse housing forms in accordance with Reykjavík City's policy that 20% of housing should be rental apartments, student housing, right-of-occupancy apartments and/or housing for the elderly. It is also expected that Félagsbústaðir may own up to 5% of apartments in the area.

Two new primary schools and one consolidated school are planned to be built in the planning areas discussed here. A culture house is also planned to be built at Krossmýrartorg, which will be the center of the district with a CityLine station and diverse retail, services and entertainment. A swimming pool is planned for the northernmost part of the area overlooking Elliðaárvogur, which will be part of later land-use planning phases

Construction for development in the area is planned in the City's five-year financial and investment plan. Construction is expected to begin in 2021.

Phasing - land-use plans

Land-use planning work for the district is divided into several phases and areas 1 and 2 are now being advertised. Land-use planning for area 4 has already been approved.
