A checklist for builders provides guidance on tasks to complete or documents to submit for obtaining a formal building permit. The checklist is sent to the applicant after the case is approved at a permit review meeting. Note that meeting approval does not grant permission for construction. You need an issued building permit for that.

Registration of responsible parties

The registration of responsible parties is part of the process of obtaining a building permit. This includes registering the construction manager, the master tradesman, and the design manager's report. Responsible parties register electronically through the HMS application portal at byggingarleyfi.hms.is. Responsible parties register, receive an email from the HMS application and confirm their identity using electronic ID. Once a responsible party registers and confirms their identity, the registration is sent to the Building Commissioner through an overnight batch process.

Construction manager

The owner or applicant must designate a construction manager who will be responsible for the project and register that individual electronically through the HMS application portal. If a construction manager ceases to oversee a project before the final inspection, the owner must unregister them and register a new construction manager in the existing HMS application. If the construction manager stops overseeing the development before the final inspection, an application for a new construction manager must be submitted.

Master tradesmen

The construction manager registers master tradesmen responsible for various work phases. If a master tradesman leaves the project before it is complete, a replacement must be registered through the HMS application portal.

Design manager's report

The design manager registers designers in the design manager's report. You do not always have to submit this, so the checklist will specifically request the checklist registration if needed.

Look up qualifications

Information is automatically retrieved from the Housing and Construction Authority (HMS) rights portal. Therefore, you can only register individuals with the appropriate construction manager and master tradesman qualifications. If you are unsure whether an individual has specific qualifications, you can look up licenses and certifications on the HMS website.

Fees

You must pay appropriate fees according to the schedule. of fees.

Change of ownership declarations

If you are increasing or decreasing the number of properties, or changing their size, you must submit a declaration of property division. In some cases, the Building Commissioner must confirm the declaration of property division before a building permit can be issued.
