Information about parking penalty fees (commonly called fines), including amounts, payment options, procedures, and rules.

Here you can pay a parking penalty fee (commonly called a fine) online, or request a review if you believe the fee was issued in error. You can also request that Landspítali Hospital send confirmation of an emergency visit to Reykjavík Parking Service so they can reassess the parking penalty fee.

Parking penalty fee

Parking penalty fees (often called parking fines) are of two types:

Meter violation fees

  • When a paid parking space has not been paid for, or the paid time has expired.

Parking violation fees

  • When a vehicle is parked illegally.

What is the difference between fines and charges?

The police are responsible for imposing fines, for example for speed, drunkenness, running a red light, and the like. Infringements with fines are listed in Articles 94 and 95 of Traffic Act No 77/2019.

Fees or parking penalty fees are split into meter violation fees (for unpaid parking in pay zones, sometimes called "parking fines" but are fees, not fines) and parking violations.

Charges for parking violations are related to stopping and/or parking vehicles, for example on the sidewalk, on a pedestrian crossing, at a junction, in a parking spot for people with reduced mobility. Both the police and parking enforcement officers monitor for parking violations, as outlined in Articles 28 and 29 of the Traffic Act No. 77/2019 and elsewhere. 

The previous Traffic Act (No. 50/1987) provided for fined for some parking-related offenses, such as blocking driveways, fire hydrants, and parking against traffic flow ("on roads, vehicles may only stop or park on the right side"). On January 1, 2020, this was changed so that these breaches are now subject to charges and not fines.

Aukastöðugjald

Aukastöðugjald er 4.500 kr. Þetta er það sem oft er kallað stöðumælasekt. Ef gjaldið er greitt innan þriggja virkra daga frá álagningu er gefinn 1.100 kr. staðgreiðsluafsláttur.

Ef gjaldið er ógreitt 14 dögum eftir álagningu hækkar það úr 4.500 kr. í 6.750 kr. Gjöld sem enn eru ógreidd 28 dögum eftir álagningu hækka í 9.000 kr.

Stöðubrotsgjald

Stöðubrotsgjald er 10.000 kr. Þetta gjald er lagt á bíl þegar stöðvað eða lagt er undir bannmerki, á gangstétt, göngugötu, of nærri gangbraut eða við aðrar aðstæður þar sem ekki má leggja. Ef gjaldið er greitt innan þriggja virkra daga frá álagningu er gefinn 1.100 kr. staðgreiðsluafsláttur.

Ef gjaldið er ógreitt 14 dögum eftir álagningu hækkar það í 15.000 kr. Gjöld sem enn eru ógreidd 28 dögum eftir álagningu hækka í 20.000 kr.

Stöðvunarbrotagjald fyrir að leggja í stæði hreyfihamlaðra án heimildar

Stöðubrotsgjald að upphæð 20.000 kr. er lagt á bifreið þegar stöðvað eða lagt er í bílastæði fyrir hreyfihamlað fólk án þess að gildu stæðiskorti sé framvísað. Ef gjaldið er greitt innan þriggja virkra daga frá álagningu er gefinn 1.100 kr. staðgreiðsluafsláttur.

Sé gjaldið ógreitt 14 dögum eftir álagningu hækkar það í 30.000 kr. Sé það enn ógreitt eftir 28 daga hækkar það í 40.000 kr.

Information about citations appears on island.is. At the same time, a claim will be created in the online bank.

Tickets are no longer placed under windshield wipers.

  • Individuals can pay the parking penalty fee (the fine) through their online bank or the registered keeper's online bank.
  • Alternatively, pay online on the Reykjavík Parking Service website by entering the license plate number and date.

  • You can also pay using a payment slip at a bank or through an online bank — for example, if the payer is not the owner or registered keeper — but this requires the invoice reference number from island.is.

Authorized signatories of companies, organizations, and institutions can log in to Ísland.is to access information about citations.

Note that authorized signatories must be registered with the tax authorities as authorized signatories for the relevant entity.

Authorized signatories of companies can log in to My Pages on the Reykjavík City website to submit a request for review of a parking penalty fee.

If you believe a parking penalty fee was issued in error, you can request a review within 28 days of the fee notice date.

When requesting a review of a parking penalty fee issued at Landspítali Hospital, you should email staedi@landspitali.is and request that confirmation of your emergency visit be sent to Reykjavík Parking Service.

The general processing time is 2-4 weeks.

Can I request a written justification for a fee?

You may request a written justification for a parking penalty fee within 14 days of its issue date.

Send an email to info@reykjavik.is with the following information:

  • The subject line should state that you are requesting a written justification for the parking penalty fee.
  • Fee notice number
  • License plate number

What's the difference between a review and an objection?

According to Article 13 of the Administrative Procedure Act, an involved party has the right to object before an authority makes a decision in the case. Article 24 allows a party to request a review of a decision after it's been made. So, while most people talk about objecting to a fee, the correct term is to request a review.

Appeal procedure

Art. 1

The determination of the citation for a parking penalty fee may be appealed within 28 days from the date of the citation. The general processing time is 2-4 weeks.

Article 2.

When a party is not the registered owner/keeper of the vehicle, it will simplify the process to have the registered owner´s name, ID number, address, phone number and email address made available. If the party is the owner/keeper of the vehicle, it simplifies the process that their phone number and email address is provided.

Article 3.

When requesting an appeal, it is important that the party has in their possession, documents that can strengthen their case. Such as a copy of the paid parking meter ticket or receipts for repairs/towing of the vehicle. Documents for the case can be submitted to the following email bilastaedasjodur@reykjavik.is or through general postal service within 7 days. The case then goes into processing. There is no need to submit a copy of the citation (parking ticket).

Art. 4

Reykjavík Parking Service may obtain confirmation of the information that is presented during the appeal process. Depending on the nature of the case, information may be retrieved from Registers Iceland, phone parking service, Iceland Transport Authority, and the City Viewer.

Art. 5

Reykjavík Parking Service may obtain information from district commissioners regarding the issuance and time validation of parking cards for people with reduced mobility. It is important that the name and ID number of the holder of the parking card for people with reduced mobility is available if it is different from the registered owner/keeper of the vehicle.

Art. 6

Reykjavík Parking Service will ask for comments from the server of the citation and will use photographs from the scene to make a decision during the appeal process.

Art. 7

When requesting to appeal a parking penalty fee from a police officer’s citation, the process will be forwarded to Chief of Police of the Capital Region for processing.

Art. 8

Once a request for an appeal has been received, extra late fees are mandatory in accordance with traffic laws throughout the processing time. The penalty and charges will be canceled if the appeal is granted but, if the appeal is denied, the extra charges will be reduced back to the original penalty as it stood when the appeal was received—with the exception that cash discounts are only granted if paid within 3 business days of the date of the citation. Parties are reminded that they have the option of paying the charge despite requesting an appeal and getting it reimbursed if the appeal is granted.

When requesting to appeal a parking penalty fee received at the Landspítali Hospital, the party should send an email to staedi@landspitali.is to request a Verification of Emergency to be sent to Reykjavík Parking Service.

 

 

FAQ: Parking penalty fee payment options

How do I pay a parking penalty fee through my online bank if the fee is not registered under my ID number?

1. Open the 'payment slip' (I. greiðsluseðlar) form in your online bank. Have the ticket with the charge (the parking fine) at hand.

2. Enter the invoice reference as printed on the ticket. The invoice reference is at the bottom of the ticket and is set up as follows:

  • ID number of the Parking Service
  • Charge number
  • Category 03, Bank 513, Account type 66
  • Due date (be sure to enter the due date that is on the ticket, not any other date)
  • ID number of the vehicle owner.

When paying in an online bank, it is best to use a browser, not an app.

Can a charge be transferred between parties?

The imposition of the parking penalty fee is based on the registered owner/keeper according to the Vehicle Register and the Parking Fund is not allowed to transfer a claim between parties. Others that registered owners/keepers may pay charges in banks, savings banks, and online banks.

If you're not the vehicle owner, you can make a payment in your bank by choosing Payments -> Payment Slips (I. Greiðslur -> Greiðsluseðlar) and entering the claim number (I. kröfunúmer). You can get information about the claim number from the owner/manager or by calling the Service Center at 411-1111. It is important not to change the payer's ID number and entering the claim number as it appears on the parking ticket.

How to know about citations without a physical ticket

Fines appear on island.is and in the owner's online bank. Users can register an email or phone number for notifications from island.is. It's best to set up island.is to receive new notification alerts. Others can be authorized to access this information.
 

Can I pay a parking penalty fee by transfer?

It is not possible to pay a parking penalty fee (often called a parking fine) by transfer.
