Settlement in Kjalarnes dates back to the age of Iceland's colonization, but the urban core of Grundarhverfi began developing after the neighborhood plan was approved in 1973. Kjalarnes merged with Reykjavík in 1998.

Settlement on Kjalarnes dates back to the original settlement of Iceland. The farm Hofið is mentioned in the Book of Settlements where Helgi Bjóla built a homestead and established residence. The urban center in Grundarhverfi, however, began developing after the neighborhood planning was approved in 1973.

Kjalarnes municipality merged with Reykjavík in 1998, the same year the current land-use plan for Grundarhverfi took effect. Since then, several community forums and consultation meetings have been held to discuss the neighborhood's future development, including in 2005, 2010, and 2017.

The foundation for the Grundarhverfi neighborhood plan was established in 2017 when children at Klébergsskóli created a model of the neighborhood and the mayor conducted a resident forum. Since priority was given to completing neighborhood plans for other areas before Grundarhverfi, work on this planning has been on hold in recent years.

The city now plans to resume this work and complete the Grundarhverfi neighborhood plan by early 2026. Previously submitted ideas will be considered, and residents are encouraged to share their thoughts and comments during the upcoming consultation process over the next weeks and months.
