Contract management

Standard procedures for contract management have been implemented in the Department, aiming to ensure better supervision and enforcement of contracts with both active monitoring and scrutiny.

Quality system setup – PDCA

The Department is working on setting up a quality system. We consider the project size, scope, and complexity, and follow the methodology of the improvement process.

  1. Plan – based on the City's policies, what need are we fulfilling?
  2. Execution – services are provided
  3. Review – service surveys, internal audits, measurements, and management scrutiny
  4. Improvements – improvements made to services

Risk assessment of investment projects

A standardized procedure for risk management has been introduced. The aim is to guarantee the quality and success of investments and project outcomes, risk control, and clear distribution of responsibilities.

Booking investments in the Real Estate Fund

Segregation of investment projects from the Department's operations in the City's accounting system, aiming to provide even more transparency and traceability. In tandem, the Department set up an investment dashboard.

Dynamic purchasing systems

The Department of Services & Innovation has tendered specialist services for the digital journey using an interactive procurement system, the so-called DPS contract (dynamic purchasing system).

 

The service is procured through defined time slots and includes, among others, software specialists, product development specialists, digital solutions, and IT. It also includes graphic design, web development, and the generation of procurement data.

 

The contract is open to all companies; both established and innovation companies can join and leave the contract at any time during its duration.

Safety and data protection

We monitor closely to ensure that data protection is built-in and is a default across all our software development from day one. Users are ensured access to their rights under data protection laws and personal data are protected against errors, data loss, unauthorized changes, and misuse.

Rights and obligations

We ensure compliance with the Administrative Procedures Act in everything, in all our projects. This also means that obligations to provide guidance, the investigative principle, and the principles of equality and proportionality are fulfilled. The publication of administrative decisions must be carried out properly and publishing information about the right to object and appeals resources.

Digital handling of administrative affairs

We ensure that the digital handling of administrative affairs goes by the book. This includes rules on the adequate formal requirements for data, originals and copies, rules on e-signing, publication of decisions and verifiable deliveries, and digital data registration, storage, and archiving.

Matters of opinion

We deal with matters of opinion related to digital administration in collaboration with the City's specialized offices and the City Attorney. This way, we ensure safety and transparency all the way.
