Tobacco sales permit
All retail tobacco vendors must have a valid tobacco sales permit issued by the Public Health Committee. Tobacco sales permits are issued according to Act No. 6/2002 on Tobacco Control.
Processing tobacco sales permits
Application received
Operators submit applications through Reykjavík City's online portal.
Application processed
The application is submitted to a public health authority Permit Review Meeting for approval. Permit Review Meetings are held weekly on Thursdays.
Response sent
Reykjavík Public Health sends a notification of approval along with an invoice for the permit. The tobacco sales permit takes effect after payment. The permit letter is then sent to the licensee. Selling tobacco is prohibited until the permit takes effect.

Rules for tobacco sales
The following rules apply to tobacco sales:
- A valid tobacco sales permit must be in place.
- Tobacco must not be sold or given to individuals under 18. This must be prominently advertised.
- Only those 18 and older may sell tobacco.
- Tobacco and tobacco brands must be placed out of customers' view at points of sale.
Reykjavík Public Health monitors compliance with tobacco sales and advertising regulations. Vendors can expect special inspections related to tobacco sales. Inspection fees are charged according to the fee schedule.
