Article 1.

The Reykjavík City Council will charge fees according to a tariff for activities that require an operating permit or supervision by Reykjavík Public Health—this is in accordance with Act No. 7/1998 on Hygiene and Pollution Prevention, Act No. 93/1995 on Foodstuffs, and regulations.

Article 2.

From regulated activities, the City Council shall charge a fee as follows:

The classification of regulated activities is outlined in Attachment I of this Tariff.

If the activity is less extensive, Reykjavík Public Health has the authority to waive up to half of the fee. Similarly, if the supervision required for the activity is more extensive than the fee category states, an additional fee may be charged.

If an activity has been under a contract with an accredited inspection body, has had a certified quality system, or has carried out internal controls on its activities for the past three years and Reykjavík Public Health considers that the controls go beyond what is required by the Rules, the Authority may reduce the fees under this Article.

If only a some of the many parts of supervision of activities are carried out, the supervisory fee may be reduced accordingly.

Article 3.

For regulated activities, as outlined in Article 2, the City Council shall charge a fee for the granting of an operating permit as follows:

Activities requiring advertising of an operating permit pursuant to Article 6 of Regulation No. 550/2018 on Industrial Emissions and Pollution Control, as outlined in Article 7 of Act No. 7/1998 on Hygiene and Pollution Prevention, will be kr. 62,160 plus expenses incurred for the advertising, work on the preparation of specific licensing conditions, and the purchase of professional services for the issuance of a permit.

Other operating permits kr. 46,750.

When renewing an operating permit or when changing ownership, the fee is kr. 37,400 in the case of activities under the second paragraph and kr. 28,050 in the case of activities under the third paragraph. If, in the opinion of the Reykjavík Health Authority, there have been significant changes to operations or premises, then a fee must be paid as if it were a new activity.

For activities where registration is required the fee is 46,750 at the time of registration as well as for significant changes in operations including relocation to new premises. The fee for a change of ownership is kr. 28,050.

The fee for a license for market and street sales is kr. 18,700, but Reykjavík Public Health is allowed to lower or waive this fee.

The fee for issuing new tobacco sales licenses is kr. 28,050, but the fee for renewal and change of ownership is kr. 18,700.

Article 4.

For the issue of operating permits not covered by Article 3, a fee will be charged according to an invoice. The same applies if the cost of issuing an operating permit pursuant to Article 3 is found to be higher than anticipated in the plan of Reykjavík Public Health.

The operating permit fee is payable upon delivery of the license letter and interest will be calculated 30 days after the date of issuance of the permit.

Article 5.

For certificates issued by Reykjavík Public Health based on available documents or inspections, the fee is kr. 18,700.

The fee for a service project is to be paid according to an invoice.

In cases of activities that are not classified or when increased surveillance is required beyond the regular inspections and sampling outlined in Reykjavík Public Health's supervisory plan, separate invoices may be issued as if they were service projects.

Article 6.

For the activities listed in the appendix of Act No. 7/1998 on Hygiene and Pollution Prevention, which are supervised by Reykjavík Public Health in agreement with the Environment Agency of Iceland, fees will be paid in accordance with Article 2.

Article 7.

The City of Reykjavík's Department of Finance is responsible for collecting fees outlined in this tariff, as well as fees for service projects. Reykjavík City’s Department of Environment & Planning is responsible for collecting fees for certificates, poison requests, and licenses for market and street sales.

The collection of fees will be in compliance with the fourth paragraph of Article 46 of Act No. 7/1998 on Hygiene and Pollution Prevention.

Fees outlined in this Tariff may also be collected through a levy of execution, in accordance with the fifth paragraph of Article 46 of Act No. 7/1998 on Hygiene and Pollution Prevention.

Article 8.

The due date for the fees outlined in Article 2 is the date of invoice issuance and the final due date is 30 days later. Late-payment interest will be calculated from the due date unless fees are paid before the final due date.

Article 9.

If more than one activity covered by this tariff is carried out by the same person in one place, only one annual fee may be charged.

Article 10.

The charges collected according to this Tariff will be used for the operation of Reykjavík Public Health.

Article 11.

This Tariff is approved by the Reykjavík City’s Public Health Committee, and is authorized by Article 46 of Act No. 7/1998 on Hygiene and Pollution Prevention, and Article 25 of Act No. 93/1995 on Foodstuffs, enters into effect on January 1, 2024. The previously applicable fee schedule, No 1000/2023 expires at the same time.
