Article 1.
Reykjavík Public Health will collect fees according to this fee schedule for activities subject to operating permits, registration, notification, or inspection under the Act on Hygiene and Pollution Prevention No. 7/1998, the Food Act No. 93/1995, the Tobacco Control Act No. 6/2002, and related regulations and bylaws. This also applies to other permits and certificates issued by Reykjavík Public Health.
Article 2.
Fees for activities subject to operating permits or inspection by Reykjavík Public Health under the Hygiene and Pollution Prevention Act No. 7/1998 and the Food Act No. 93/1995 and related regulations are as follows:

Hourly rate is ISK 19,500.
The hourly rate also applies to service projects, sampling, inspection of non-permit activities, and issuing permits other than those mentioned in Article 3.
The classification of activities subject to inspection is in Appendix I of this fee schedule, published on the Reykjavík Public Health website. Reykjavík Public Health may update the list to add new activities or change classifications according to risk assessment.
If the activity is less extensive, Reykjavík Public Health has the authority to waive up to half of the fee. Similarly, if the supervision required for the activity is more extensive than the fee category states, an additional fee may be charged.
Reykjavík Public Health may reduce fees or inspection frequency for activities under this Article if the activity has, for the last three years, had a contract with an accredited inspection body, a certified quality system, or internal controls exceeding regulatory requirements in the view of Reykjavík Public Health.
If only a some of the many parts of supervision of activities are carried out, the supervisory fee may be reduced accordingly.
Article 3.
Fees for operating permits, registration, and notification of activities subject to inspection under Article 2 are as follows:
Activities requiring public notice of operating permits under Article 7 of Act No. 7/1998: ISK 68,250 plus advertising costs, drafting specific permit conditions, and expert services for permit issuance.
Other operating permits: ISK 48,750.
Renewal of operating permits or change of ownership: ISK 39,000 for activities under the second paragraph, and ISK 29,250 for activities under the third paragraph. If, in the opinion of the Reykjavík Health Authority, there have been significant changes to operations or premises, then a fee must be paid as if it were a new activity.
Activities requiring registration under Regulation No. 830/2022: ISK 48,750 for registration and significant changes, including relocation. Change of ownership: ISK 29,250.
Activities requiring notification under Article 9(1) and Article 14(2) of Act No. 93/1995: ISK 48,750 for notification and significant changes, including relocation. Change of ownership: ISK 29,250.
Temporary operating permits for food distribution, such as in stalls and markets, cost 19,500 kr. Reykjavík Public Health may lower or waive this fee.
New tobacco sales permits cost 29,250 kr. Renewals and transfers cost 19,500 kr.
Article 4.
Fees for operating permits and other licenses not covered by Article 3 are billed separately. The same applies if the cost of issuing an operating permit pursuant to Article 3 is found to be higher than anticipated in the plan of Reykjavík Public Health. License fees are due upon delivery of the permit. Late fees apply 30 days after the permit's issue date.
Article 5.
Certificates issued by Reykjavík Public Health based on existing records or inspection cost 19,500 kr.
The fee for a service project is to be paid according to an invoice.
In cases of activities that are not classified or when increased surveillance is required beyond the regular inspections and sampling outlined in Reykjavík Public Health's supervisory plan, separate invoices may be issued as if they were service projects.
Article 6.
Activities listed in the appendix to Act No. 7/1998, overseen by Reykjavík Public Health under agreement with the Environment Agency, are subject to fees according to Article 2. The same applies to transfer agreements between Reykjavík Public Health and the Food and Veterinary Authority, per the third paragraph of Article 22 of Act No. 93/1995.
Article 7.
Reykjavík City's Finance Department collects fees on behalf of the Reykjavík Health Committee, as per this fee schedule. Reykjavík City’s Department of Environment & Planning is responsible for collecting fees for certificates, poison requests, and licenses for market and street sales.
Fee collection follows the fourth paragraph of Article 46 of Act No. 7/1998 and Article 25 of Act No. 93/1995.
Fees may be collected through distraint per the fifth paragraph of Article 46 of Act No. 7/1998 and the eigth paragraph of Article 25 of Act No. 93/1995.
Article 8.
The due date for the fees outlined in Article 2 is the date of invoice issuance and the final due date is 30 days later. Late-payment interest will be calculated from the due date unless fees are paid before the final due date.
Article 9.
If more than one activity covered by this tariff is carried out by the same person in one place, only one annual fee may be charged.
Article 10.
The charges collected according to this Tariff will be used for the operation of Reykjavík Public Health.
Article 11.
This fee schedule, approved by the Reykjavík Health Committee under Article 46 of Act No. 7/1998 on Hygiene and Pollution Prevention, and by the Reykjavík City Council under Article 25 of the Food Act No. 93/1995, takes effect upon publication. At the same time, Tariff No. 1281/2023 for Tariff for Pollution and Health Monitoring in the City of Reykjavík will expire.
