Strengthen data-driven decision-making within the Department of Welfare

Description of the action and objectives

Green Deal action

The Department of Welfare intends to make regular forecasts for social group developments to estimate the demand for welfare service and calculate long-term cost estimates. This will be completed by the end of 2024.

Also, a real-time data dashboard will be created, displaying Department of Welfare service statistics and service user's satisfaction with those services.

Implementation period

Planned completion in the second half of 2025

Status: In progress

Status report on January 1, 2023

Collaboration is ongoing with Data Services of the Department of Service & Innovation to develop a predictive model around four distinct service components. (1) Financial assistance, (2) home support (previously known as social home service), (3) home nursing, (4) specialized housing support. In addition, work is ongoing to transfer all statistics to a data warehouse. Following this task, interactive dashboards will be created to display the Department of Welfare's statistics and, when possible, real-time data. The project is in its early stages, and a detailed time-line is not yet available.

Timing Progress description
July 2022

An application was submitted to the Project Council of the Department of Service & Innovation for collaboration on creating a prediction model. The application was approved, and the data service of the Department of Service & Innovation, along with the Finance Office of the Department of Welfare, has been working on the project. It was decided to start work on predictions in three service areas: (1) support and standby services, (2) home support (previously social home care), and (3) special housing aid. An employee at the Finance Office of the Department of Welfare did the groundwork for the project in the first part of 2022. The task has now moved to the Data Service of the Department of Service & Innovation, where specialists will complete the prediction model.

In June 2022, the Department of Welfare got approval from the Project Council of the Department of Service & Innovation to transfer all statistics to the data warehouse. Once the data is in the warehouse, dashboards will be created that display the Department of Welfare's statistics in an interactive and, when possible, real-time manner. The project is in its early stages, and a detailed time-line is not yet available. At the same time, a decision has been made to work on a pilot project for internal dashboards to test functionality and better identify the data needs of staff and managers.
