License plate readers at SORPA recycling centers
License plate readers will be activated at SORPA recycling centers starting March 1. The reader scans license plates and determines whether the vehicle is registered to capital area residents or others. Vehicles registered to businesses or residents outside the capital area will pay according to the business fee schedule. There will be no change in fees for vehicles registered to capital area residents.
Ensuring fair cost distribution
The primary goal is to charge businesses and residents outside the capital area who use the facilities without contributing to their costs. Capital area residents have already paid for access to recycling centers through their property rates.
Construction waste is not covered, so residents pay for it at the time of disposal.
However, businesses, operators and residents outside the capital area have not paid for recycling center services and therefore pay for disposal of most categories.
SORPA is owned by residents of the six municipalities in the capital area. Introducing these license plate readers is a step toward ensuring costs are shared fairly and that SORPA services align with its public role and funding model.
