Planning description for Heiðmörk available in Urban Planning Portal through July 2

A planning description for a new Heiðmörk land-use plan is now available in the Planning Agency's Urban Planning Portal. The planning description serves as the foundation for developing a land-use plan for Heiðmörk in Reykjavík.

Comments or suggestions must be submitted by July 2, 2025, through the National Planning Agency's Urban Planning Portal, where you can also review the planning description.

Guiding principles and objectives

The guiding principle for developing the land-use plan for Heiðmörk:

  • to ensure the safety and unchanged quality of groundwater for the long term while the area continues to serve outdoor recreation in harmony with water protection.

Strengthen connections between developed areas and Heiðmörk by focusing on good access to public transportation and sustainable travel options. Outdoor recreation starting points need to be clearly defined with detailed information about the area. This approach will make Heiðmörk more accessible and safer than before for all service users, especially children and older people.

One objective of the land-use plan is to reduce vehicle traffic within the water protection buffer area. The specific implementation approach has not been determined but represents one of many components in the land-use planning process.

We will continue working with key interest groups that use Heiðmörk for outdoor recreation and consulting with statutory institutions and stakeholders.

A specialized risk assessment currently underway for Heiðmörk will inform the development of the land-use plan.
