Procurement Policy and procurement rules approved
Yesterday, the City Council approved a revised Procurement Policy and procurement rules for Reykjavík City. Key goals include promoting fair market competition and rewarding good business practices.
A steering group tasked with revising the Procurement Policy and procurement rules completed a review of the policy, which had been in development for several months. Updates include strengthening procurement oversight and purchasing authority, ensuring fiscal responsibility across Reykjavík City's operations and construction, and aligning with the Green Deal — the City's overarching policy framework. Reykjavík City's extensive procurement can significantly impact society, human rights, and climate change, making responsible spending crucial. The steering group also revised the procurement rules and developed benchmarks alongside an implementation plan.

Four core values anchor Reykjavík City's revised Procurement Policy: responsibility, efficiency, transparency, and procurement innovation. The policy aims to drive fair market competition, reward good business practices, and foster a growing supply of goods and services that serve the public interest both now and in the future. As one of the largest public procurers in the Icelandic market, Reykjavík City designed the new Procurement Policy to frame the responsibilities of this role.
Following the spring 2024 approval of new procurement rules, officials updated several provisions based on practical experience to better reflect current practices and legislation. These updates also strengthen the oversight role of the Procurement & Executive Council.
