Draft policy for disabled people now available on the Consultation Portal

A draft policy for disabled people covering 2026-2036 is now available on Reykjavík City's Consultation Portal. The portal collects ideas and feedback from residents on various city projects.

Anyone can submit their views through the Consultation Portal, and residents are encouraged to review the policy and provide feedback. Additionally, about 40 institutions, ministries, organizations, advocacy groups and sports clubs received invitations to participate.

This policy-making process aims to establish a future vision for this area, prioritize projects, and ensure that the City's Welfare Policy, laws, and regulations, as well as the United Nations Convention on the Rights of Persons with Disabilities, are at the forefront of services for disabled people.

Support, housing, independent living, accessibility and employment

To reach the policy's goals, the policy focuses on the following areas:

  • Support: Support for disabled people centers on the diverse needs of service users based on empowerment, participation and an individualized approach.
  • Housing and residential services: All housing arrangements support independence, freedom of choice and participation in the community.
  • Independent living: Independent living is a fundamental principle of the United Nations Convention on the Rights of Persons with Disabilities. This means an inclusive life, emphasizing the right of all disabled people to live in the community with the same choices as others, respecting their independence and autonomy along with the freedom to make their own decisions.
  • Accessibility in its broadest sense: To ensure that disabled people enjoy human rights and fundamental freedoms on an equal basis with others, there must be access to society, services, public spaces, information, education and work.
  • Employment: Work and engagement should be diverse, flexible and consider individuals' different abilities, interests and lifestyles.
