Developments and maintenance

The Development & Maintenance Office is responsible for all construction work related to Reykjavík City's structures, properties, road network, and open spaces. This involves their construction and upkeep. The City Executive Council makes decisions on new developments, approved by City Council.

Details

Annual development projects are based on an approved investment plan and a longer-term three-year operational and financial plan. The consultation and approval process for development takes into account the lifecycle of structures: spanning from the preparation stage, where major guidelines are established based on given assumptions, to the design and planning phase, when detailed specifications and cost calculations are available. At each of these stages, the City consults with stakeholders, residents, and service users. At the end of each phase, matters are presented within the City administration and approved by the relevant council as appropriate.

When a structure is completed, responsibility for overseeing it transfers to the city's Property Office, which handles property operations and assigns the Department of Environment & Planning to handle maintenance. This includes communication with the structure's users and receiving suggestions from residents and service users.

Office of Construction and Maintenance at (SFV)

The Office of Construction and Maintenance (SFV) handles capital construction projects for Reykjavík City and maintains Reykjavík City's property portfolio, including buildings, transportation structures, and open areas according to a service agreement between the Property Office at the Department of Finance & Risk Management (FÁS) and the Department of Environment & Planning (USK).

The Property Office is responsible for and leads investment planning for capital construction and maintenance in cooperation with USK.

SFV's role is to promote best practices, quality, and efficiency in City construction projects.

The Office of Construction and Maintenance conducts initial assessments, needs analyses, and preliminary designs on projects before final construction decisions are made. Following this, SFV handles final project design, planning, construction, and project supervision.

Structures and development projects on municipal land are designed for tender in consultation with relevant specialized departments, and specifications are presented to the appropriate councils.

SFV is responsible for conducting its procurement in accordance with the city's procurement policy and rules, and therefore coordinates with Reykjavík City's procurement department on purchasing goods, services, and construction work.
