Effects of strike actions by Efling Labour Union

Efling Labour Union has approved strike actions for members working for the City of Reykjavík, given that ongoing negotiations do not yield acceptable results.

Some 1,850 out of 9,000 city workers belong to Efling Labour Union. They provide diverse services in some 129 work places throughout the city. Approximately 1,000 of those work in the Department of Education and Youth, mostly in preschools. Some 700 members of Efling Labour Union work in the Department of Welfare.

The first day of the strike is on Tuesday, 4 February from noon until midnight. This will mostly affect preschools and welfare services, together with waste management, winter services (snow removal) and various other city services.

Other proposed strike dates are:
- Thursday, February 6, 2020: Work stopped from 00:01 until 23:59.
- Tuesday, February 11: Work discontinued from 12:30 to 23:59.
- Wednesday, February 12: Work discontinued from 00:01 until 23:59.
- Thursday, February 13: Work cancelled from 00:01 until 23:59.
- Monday, February 17: Work cancelled from 00:01 and indefinitely thereafter.

Effects within the preschools
The effects of the proposed strike of Efling Labour Union will mostly be felt within the 63 preschools, run by the City of Reykjavík. The effects vary, depending on the composition of their staff and how many are members of Efling, but parents should expect disruptions.

Preschool managers will provide parents/guardians with detailed information on the immediate effect on services for each and every school, i.e. food service during the strike.

Parents/guardians will not be charged for decreased services, i.e. for those days where their children will not be able to attend or if there is no food service.

The proposed strikes will only have minor effects on the compulsory school system. Parents will be directly informed by schools if necessary. After school programs will not be affected.

Effects on welfare services
The City of Reykjavík Welfare Services requested exemption for some 245 staff out of 450, who provide services for the most vulnerable citizens such as disabled people, the elderly and children living in homes or at home, and those who need emergency care.

The proposed strikes will effect food services for nine service centres for the elderly, as well as cleaning services for those living at home. Þorrasel Day Care Centre for the elderly, which normally serves some 450 individuals, will be closed.

Waste management and city maintenance services
Waste will not be collected during proposed strike actions. Waste-drop-off centres will not be served or cleaned. Snow removal and sanding on bike and walking paths, for example at pre- and compulsory school grounds will not be carried out. Other security measures, and city infrastructure services will be disrupted.
