Planning description for Sæbraut Highway Cap and related detailed planning proposals

The Environment and Planning Committee approved yesterday to present a planning description for detailed planning work on Sæbraut Highway Cap and related detailed planning proposals.
Sæbraut Highway Cap aligns with the Reykjavík Master Plan 2040 and is one of the key projects in the Capital Region Transport Agreement. Construction on the tunnel is scheduled to begin in 2027 and finish by 2030.
The main goals of the tunnel are to improve traffic flow and safety, reduce the environmental impact of vehicle traffic, strengthen connections between neighborhoods, and create an environmentally friendly and attractive urban environment. Above the tunnel, plans call for a new green city park with walking and cycling paths, and quality facilities for outdoor activities and community gatherings.
The planning work requires changes to the detailed plan for Vogahverfi and parts of Vogabyggð. At the same time, work will proceed on a new detailed plan for the area east of the tunnel, called Vogabyggð 4, plus a detailed plan for a new CityLine transfer station at Vogatorg.
A planning description is essentially a project description for detailed planning work. The purpose of the planning description is to explain the area, priorities and goals for the planning work, underlying assumptions, and the planning process.
Upcoming presentation and consultation
The planning description will be advertised according to planning laws, and the public, stakeholders and institutions will have the opportunity to submit comments and suggestions through the National Planning Agency's Planning Portal. All feedback received will be considered during the detailed planning work. After the presentation ends, proposals for new detailed planning proposals and changes to other detailed planning proposals will be presented individually.
A presentation meeting for residents and other stakeholders is scheduled alongside the planning proposal presentations, which will be announced in more detail as the date approaches.
