Legal framework for housing

On June 2, 2016, Parliament passed Act No. 75/2016 on housing benefits, Rent Act (legal status of tenants and landlords) No. 63/2016, and Act No. 51/2016 on affordable rental housing. Additionally, Regulation No. 1248/2018 on municipal housing plans is in effect.

Working groups

In June 2016, Reykjavík's mayor appointed two working groups to address new legislation and prepare the city's housing initiatives.

The mayor appointed Reykjavík City's working group on rental laws and housing benefits on June 21, 2016. The group's role is to review new housing benefit laws and changes to rental laws regarding tenant and landlord rights. The group is tasked with drafting new rules for special housing assistance from Reykjavík City.

The mayor appointed a working group on Reykjavík City's capital contributions on June 20, 2016. Its role is to review affordable rental housing laws regarding the city's capital contributions, propose rules for Reykjavík City on capital contributions and application procedures, and suggest specific regulations for housing construction in Reykjavík based on comprehensive affordable rental housing laws. The City Executive Council approved rules on Reykjavík City's capital contributions on September 29, 2016.
