Role of users and coordinators in NPA

Before applying for user-controlled personal assistance (NPA), there are several things to keep in mind regarding your role and the coordinator's role.

What role does the user have in NPA?

People with user-controlled personal assistance manage the services themselves. They have the responsibility of managing the execution of NPA. This means they establish a schedule and decide on the following:

  • How support is organized
  • What support is provided
  • When support is provided
  • Where support is provided
  • Who provides the support

Coordinator's role in User-Controlled Personal Assistance (NPA)

Coordinators sign a collaborative agreement with the City of Reykjavík and act as the employer of NPA assistants. Their main responsibilities are:

  • Receive payments from the City of Reykjavík and allocate them.
  • Assist users in finding and selecting assistants.
  • Make employment agreements with assistants in collaboration with users.
  • Ensure that assistants have employment protection and adequate equipment.
  • Pay assistants' salaries as well as public fees.
  • Provide assistants with education on NPA and the philosophy behind it.
  • Handle the termination of an assistant's employment on behalf of users.
  • Maintain financial records for each user and submit them to the City of Reykjavík.
  • Communicate and collaborate with the City of Reykjavík.
  • Provide users with other services as needed.

Payments from the City of Reykjavík

The coordinator is paid a monthly amount by the City of Reykjavík based on the individualized agreement and the agreed working hours.

The payment is divided into:

  • Salary and salary-related expenses (85%)
  • Administrative costs (10%)
  • Staff expenses (5%)
